Opposition seeks permission to commemorate victims of deadly stampede

PHNOM PENH (The Cambodia Herald) -- The opposition Cambodia National Rescue Party (CNRP)  sent a letter to Phnom Penh City Hall on Wednesday, asking for permission to hold a commemoration ceremony for the victims killed in a stampede that took
